The Sanyo VAH-30 Auto Pan Tilt Tripod Head. I don’t believe this model is still produced, but it appears very similar to the Sunpak AP-200W. Auto-pan mode moves at four degrees per second. manual mode moves at eight degrees per second. Runs off of 6 AA batteries.
